Remove the concept of passive caching

Description

Currently, passive caching is specified on the client side as a means to increase the number of copies of blocks in Alluxio (presumably because they are in very high demand). Having this as a client side property is difficult to utilize because it requires coordination between client applications to affect a system wide property, the number of replicas a file should have. If done incorrectly, it is very easy to over replicate and use a large amount of Alluxio space. Instead, we can replace this with a file level replication maximum which is much easier to tune for users.
