Documentation on fault tolerant mode should be more descriptive

The documentation page on "Fault Tolerant Tachyon Cluster" describes how to deploy Tachyon in a fault tolerant way, but it is not explicit about starting multiple masters on different machines. There should be more descriptions and examples on how to start multiple masters for fault tolerant mode.
